Stability Operations Community of Interest Working Group Working Group, 12/03/08

1. This is an invitation to the second installment of the Stability Operations Community of Interest (COI) Working Group. The Stab Ops COI will meet on 3 December 2008 from 0730 to 1700 in Crystal Square 4, Room 310, Arlington, VA.
2. Thank you once again for participating in the last session and recommending others for future sessions. Thanks in particular to those that presented in order to provide others with a sense of the nature of the problem. It was essential that I heard from each of you and between the plenary sessions and group work, I believe I did.
3. We’ve taken your stated requirements and introduced them to the sponsors and developers of the Transnational Information Sharing for Coalitions (TISC) Joint Capability Technology Demonstration. Although most of the capabilities that the Stab Ops COI WG requires are to be included in TISC, some are not scheduled to be completed until later spirals that do not necessarily track with the COI timeline. We will continue to work with the sponsors and developers to address requirements in a timely manner. The TISC developers are pleased to have a COI creating a demand signal for their product.
4. We’ve also had an opportunity to review USAID procedures as stated in the USAID Field Operations Guide which calls for three reports and contains numerous mission-specific terms which we will use to form the foundation of our vocabulary.
5. For this next meeting use the following draft agenda as a guide.
a. Sign-in
b. Welcome and Admin remarks regarding Crystal Square 4 and the Working Group
c. Introductions especially new people invited as a result of recommendations from 10/01
d. Review findings from 10/01
e. Review several example portals and net-centric concepts per DoDD 8320.02
f. Introduce TISC and the workspace- examine functionality, capabiity, usability
g. Compare with inrelief.org and harmomnie web.
h. Examine spiral development plan including dates
i. Discuss Feedback from TRIPLEX, TW09
j. Discuss Scope feedback from Director of Info Mgmt, OASD(NII)/DoD CIO
