This paper was presented to the faculty and students of the Naval Postgraduate School on February 15, 2007. Enhancing the effectiveness of hastily formed networks (HFNs) at the group level is a key goal for the HFN Center. By introducing the construct of "Collaborative IT Tools Leveraging Competence," the work of Pavlou and Dimoka has explored whether, how, and why collaborative IT technologies can support HFNs.
